Your tool looks very well made, and you inspired me to make my own. Used, new, it doesn't matter. Balancing a motorcycle crankshaft will greatly improve the performance and efficiency of the bike. I could do them without a jig but that is not the high quality way to rebuild a crankshaft, and is much more time consuming. Any time a crank is removed, it should be tested for trueness before reinstalling with a special vblock jig and dial indicators.
A looser tolerance can result in too much vibration. Send the head out to us for a valve job. Start spinning the cranks using the balancer machine and see where it stops.
