The Empire had become bloated and difficult to manage and without Constantine at the helm it split into two ostensibly aligned factions, east and west. Armed with not only a bow but also a sword, they can be used for hand-to-hand combat in a pinch. Thus the stage is set for the expansion to Rome: Total War. Peasants should be used as an absolute last resort, or in cases where funds are extremely short. You can be a Saxon king that sweeps across Europe and sacks Rome. It's a much different historical context and really shows up in how a campaign plays out. When a horde army successfully seizes a city, it is given the option of sacking the city which does massive damage to the population and buildings of a city and gives the horde a large amount of money or of settling in the city, which allows the horde to begin anew, with the new city as its capital; the faction is then able to conquer other provinces normally.
