I tried it myself with the appropriate port forwards in place and still got the message… it's an issue with the game. Maybe an overload, who knows. I have tried most of what you say, and havent gotten it to work yet, it might be solveable from the players side in some ways, but still i have read that alot of people including my self have done most of what you suggest, i have even read people running software to test if the ports they forwarded were working and they were still got the issue, so i think its and issue for most part from the developers. Others will not really be able to connect to you well.
